Overland assisted the Port of Houston Authority with start-up of a new construction management group.  Overland developed a staffing plan, budget, implementation timeline, document management system, and contractor's guide, and presented the plan to Port executive management.  Overland provided construction management as owner's representative at the Bayport Terminal Complex Container and Cruise Terminals.  Projects included the Cruise Terminal Wharf, Cruise Terminal Site and Utilities, Phase 1 Stage 1 Container Yard, Fill Placement, and Maintenance & Repair Building projects.
